Like you, I consider Safari on Windows as a non existing browser. Just looked through our customers webstats. Found it twice (!!) in entire 2015 on the production servers. That's 1 on 10000 visitors. Don't think that we should force a fix for this.
For IE 8 and older, we had some considerations here. IE8 is currently at ~0.6% of visitors (for our customers). With Windows 10 arriving, this will rapidly decrease, so that we decided not to support the old IE monsters.
